The client uses an IP recognition system to determine who is banned and who isn't since all users that utilize the built-in client have the same host - mibbit.

It is likely that the IP your ISP assigned to you has been previously owned by someone else who was banned somewhere down the road. It is recommended to use mIRC or similar IRC software to connect to the channel.
