What. Does 'legacy edition' mean it's the same game as last year (and the year before, and so on) with only the number changed from 14 to 15? Do they think putting that on the box means it's justified to literally not put any work in a game and still ask people €40 for it?

That is a really good question Nathan.
And I honestly have no idea. I've never noticed differences in the 3DS versions of FIFA (that being said, I've barely played them), but I'm sure there's a few differences. Maybe a new team or UI.

We know what Legacy Edition means because they've been doing it for a while now. It's just a really sneaky way of saying "this is literally nothing but a roster update being sold in the shops full price" and fool people into thinking they're buying a special edition at the same time.

Same as last year:

    "FIFA 14 Legacy Edition delivers unmatched authenticity that reflects the current football season with updated kits and rosters but no updates to gameplay or game modes," stated a Nintendo press release sent out this morning.

Well, it should at least include the Turkish Süperlig, which was not included in Fifa 14 :P
