elisherer has released version 0.9 of 3DSExplorer, a PC application to open 3DS files.
Changelog (30/11/11) 
  • Now checks for update on startup (can be disabled)
  • Added link to the Google-code site
  • CIA: Can replace icons with any picture you want (Saving enabled)
  • More bug fixes
Usage 
  • Open 3ds (CCI) files
  • SaveFlash (sav/bin) files (decrypted or encrypted)
  • Title meta data files (tmd)
  • CTR Importable Archives (cia)

I have no clue. All I see is a file decrypter. You can't dump (without appropriate tools which you'd have to build on your own), you can't play the downloaded dumps, you can't do jack.
