If you mean that you should download the tool just to get the cheat db, you're wrong.
We still serve the same link everytime the cheat db is updated, and you can now too download it on ds scene rom tool, it's a new feature, not a forced feature.
So if you don't want to download the tool, it's fine and you can still enjoy the cheat db everytime it's out.
