Same functions? Well that's easy. There's only one: build structure. Not really anything beyond that so a 2D Minecraft is just a pixel editor. A DS SketchUp would be more useful.
Seeing that Minecraft on the PC is based on a Voxel engine, it could be called a 3D SketchUp aswell. It doesn't matter much, what matters are the Game Mechanics.
