| Numbers on computers can only be so big, so there has to be a max level. If they didn't have a cap and you leveled past the highest level possible for the bitlength used you would go back to being level 0 or a negative level depending on if a signed or unsigned number was used. I do remember tough that the highest level you could transfer Isaac's party with was 99, and I don't think you could level them up any higher. Also, the base stats had caps, so it's only logical to assume the the level had too.
