I'm pretty sure you just lack the language files to see the appropriate characters of the actual language. It's probably Chinese as many Westerners have little reason to install language packs from Asian countries. If you're trying to read a file from the computer, try downloading a Chinese language pack from Windows Update and then the actual characters should (hopefully) show up.
