You hex edit the ROM. Go to that address and change 0C to 37.

Maybe it means: "Load the file into an hex editor, go to adress 0070A7A6, there should be a 0C value, change it to 37."

EDIT: Late, already answered.
OT: About that "moonrunes" thing... Does it have some bad connotation or does it just shows the frustration of trying to meddle with what some people view as a cryptic alphabet? (not so cryptic, really)... Never heard that expression before.

I don't actually know if that hex edit is for this game, i saw it posted on 2ch a few posts under people talking about the game being released.
I'll remove it later if it is found to be bogus.

You don't need to use a hex editor, you can download RakuRaku Patch, paste 0070A7A6　0C→37 and hit run.

I think he's just trying to get back at me because I was making fun of him for saying moonrunes.
