I read somewhere that they were definitely not releasing overseas but unfortunately it was a couple of months ago and i cant remember where i read it, but if there is enough demand then who knows?

Hopefully this will do well and make other companies consider still releasing games on the DS. I know piracy is easy but there are tons more DS owners than 3DS owners.
