"Tortilla, meat and veg" is a little bit too general of a description when Burrito is concerned - there are dozens of meals that fit it. What really matters is what is in the wrap and what condiments are used.
A mexican Burrito consists of meat and/or refried beans and perhaps some additional ingredients such as rice with salsa sauce as a condiment wrapped in steamed or grilled tortilla. The "international" (Tex-Mex) version is richer in ingredients - you can usually find meat, beans paste or beans, rice, sauce and vegetables of all sorts in them.
The central parts of it are beans, meat and tortilla though, they're the base ingredients.
