Okay, about three days ago I went on the chat. Nobody was on, so I left... When I got on today I clicked start. Then it said this:

If you have a dynamic IP then it is likely that one was banned in the past. If you haven't done anything then it's not your fault, unless the OP of the room banned it because you used mibbit. We don't like it, it's for noobs, get a real client.
Not much plugin per se...more like "client for those who can't/doesn't want/other install normal client" Also it's sometimes used as quick way to provide IRC chatting on web pages until some better way is found, so it's not that crap per se, there are just better ways than that

Even if you don't want to install an IRC client on a given PC, you can always use wsIRC which is basically a full-feature online IRC client.
Mibbit is an attempt at connecting all IRC networks into a uniform chat mainframe and... well, it works as it works. Besides, IRC is considered "something for the oldies", access to it is the first hurdle you need to jump over to prove yourself worthy of the honour.
I always have IRC Client installed on my Linux systems, preferably with GUI but I sometimes install console one "by accident" Windows is diffrent story, if I have clean Windows after formatting I can't manage my head to remember what should I install one by one so I just wait for moment I will shout "dang I need that one" and just install it (on Linux I have usually IRC Client installed by default so no drama...)
I vote for better ways to provide IRC possibility on web pages and I believe that Mibbit is good start to find out better ones as time passes, for example wsIRC You mentioned
