I'm calling it fakes. Detailed information about *softmodding your 3DS*? Not only that, PAL? PAL reffers to TV's, not Regions. The 3DS is as much a PAL device as a toaster. Another thing - no such thing as a 3DS ISO, ISO's reffer to images of Discs, for example CD's or DVD's. A 3DS game would be a ROM, image of a dumped FLASH chip.
No. It's just a large junk file IMO.

3DS games to dump, is now no longer so difficult, it just does not bring much, because there is currently no clever way to play it. The Crown 3DS can also be a fake.
