I can access it just fine. Have you checked support for the error code?

Have you actually turned off your 3DS yet? (Like, completely off, not just Sleep Mode.)

yes and it don't work
yesterday i called nintendo they say
''we are busy with the eShop so it is possible that it won't work if you still get this on friday you need to call again''
i also asked if i formated my 3DS that i still get my 20 free games but i still get those games no matter what
