I would imagine someone would have to create something quite different than a standard Dragon Quest-esque rpg to get around the language issue. Though I think even fewer will manage to create something in a language they don't read or write. Also RPG Maker without a keyboard is tediousness defined, though the touchscreen might make it tolerable.
