We already have a Hall of Shame, it's just hardly ever utilized. It's not a matter of having such a forum category or not anyways, it's a matter of laziness. It's easier to just give out a warn without writing why, since it wasted whole 10 seconds of a mod's life. Personally, I think that power always comes with responsibility - a new thread in the Hall of Shame should be mandatory after each action like this. Either that, or a simple, short reply after the "incriminating" post. Just to avoid confusion.
